European leaders in animal welfare, veterinary science and policymaking have convened in Zagreb for a high-level conference aimed at translating the forthcoming EU legislation into practical improvements for dog and cat welfare. The event, titled From Legislation to Action: Fostering Responsible Dog and Cat Ownership and Welfare in Europe, has been jointly organised by RSPCA Europe and Nestlé Purina PetCare Europe, in collaboration with the World Organisation for Animal Health (WOAH) and the Federation of Veterinarians of Europe (FVE).

Hosted by the Croatian Ministry of Agriculture, the two-day gathering brings together representatives from 23 EU member states and candidate countries, alongside officials from the European Commission, national authorities and veterinary organisations. The focus is clear: to strengthen responsible ownership through effective identification and registration systems, and to intensify efforts to combat the illegal pet trade.

The EU is revising its legislation of animal welfare

The timing of the meeting is significant, aligning with the European Union’s revision of animal welfare legislation and a new regulatory initiative specifically addressing the welfare and traceability of dogs and cats. Discussions are exploring how national frameworks can be harmonised with EU rules, whilst building the infrastructure needed for robust enforcement and cross-border cooperation.

Key sessions are examining evolving public expectations around animal welfare, the role of professionals in the companion animal sector and the development of future-ready traceability systems. Participants will also be addressing the importance of supporting candidate countries to align with EU standards, ensuring consistent protection for companion animals across the region.

Improving welfare and combating illegal trade

‛Responsible pet ownership starts with choosing the right companion, registering them properly, and ensuring they receive care and attention throughout their life. Veterinarians are here to guide and support responsible choices,’ said Nancy De Briyne of FVE. Alexandra Hammond-Seaman of RSPCA Europe highlighted the upcoming EU regulation as a pivotal opportunity to improve breeding practices, sales oversight and traceability while combating illegal trade.

The conference is reinforcing a shared commitment to collaboration, with Purina upholding its long-standing pledge to support responsible ownership and animal wellbeing. By uniting diverse stakeholders, the Zagreb event is setting a clear path towards lasting, coordinated action to ensure a healthier, safer future for Europe’s companion animals.
